The Board will observe that Sir H. de Sousmarez
proponer that the analogy of England and Scotland under the Act should be followed in the care of Hongkong and
Shanghai under the proposed scheme.
Sir E. Grey would
be glad to receive their observations as to the
practicability of this auggestion and he would be
pleased to learn whether the Board consider that, legisle tion will be required on any points other then those
mentioned by Sir H. de Sausmarez.
